Specified Skilled Worker No.2

The “Specified Skilled Worker (ii)” residence status is one of Japan’s foreign labor schemes, established in 2019 as part of the Specified Skilled Worker system. This system consists of two tiers: Type (i), which covers workers engaged in relatively simple tasks, and Type (ii), which is reserved for those with more advanced expertise and substantial work experience. Holding a Type (ii) status allows foreign workers to live and work in Japan on a more stable, long-term basis.

Currently, Specified Skilled Worker (ii) is limited to only two sectors: “construction” and “shipbuilding/marine industry.” These fields face particularly severe labor shortages in Japan, and there is a need to secure highly skilled foreign workers for the long term. Workers can upgrade from Type (i) to Type (ii) by demonstrating advanced technical skills and practical experience, often through skill tests and on-the-job training.

A major feature of the Type (ii) status is that it permits indefinite renewals of residency, effectively allowing holders to work in Japan without time limits. Moreover, family members are allowed to accompany the worker, making it possible to establish a stable life in Japan. This advantage is not granted under the Type (i) status, and it plays an important role in encouraging skilled foreign workers to settle in Japan. Looking ahead, the government is considering expanding the eligible sectors, making this status a key part of Japan’s long-term workforce strategy.
