In Japan, there are several types of residence statuses that allow foreign nationals to work in the field of caregiving. One of the main ones is the “Caregiver” status, which applies to those who have obtained the national qualification of Certified Care Worker. Foreigners who complete a university or vocational school training program and pass the national examination can obtain this status and work stably in caregiving. In addition, under the Economic Partnership Agreements (EPAs), there is a “Designated Activities” status that allows caregivers from countries such as Indonesia, the Philippines, and Vietnam to work in Japan.
Another notable framework is the “Specified Skilled Worker (i)” status, introduced in 2019. Foreigners who pass both the Japanese language test and the caregiving skills evaluation test can work in Japan for up to five years. Furthermore, if certain requirements are met, it is possible to move on to “Specified Skilled Worker (ii),” which allows for longer-term employment and provides a pathway to more stable residence.
In recent years, Japan has faced a serious shortage of caregiving workers, leading to the expansion and diversification of residence status systems. As a result, foreign workers now have more options depending on their qualifications and work experience. Moving forward, the system is expected to be further developed, providing greater opportunities for foreign caregivers to play an active role in Japan.
