The measure is part of a broader effort to address Sweden’s ongoing gang violence problem, which authorities have frequently linked to criminal networks with immigrant backgrounds. Police report that gang-related shootings have killed 23 innocent bystanders and injured 30 others over the past three years. Criminal groups increasingly recruit minors through social media and encrypted messaging platforms, often targeting youths below the age of criminal responsibility.

In parallel, the government plans to lower the age of criminal responsibility from 15 to 14 after abandoning a proposal to reduce it to 13 due to insufficient parliamentary support. Sweden has also intensified enforcement against individuals connected to organized crime, including revoking the permanent residence permits of 11 people with strong criminal-network ties who had been living abroad for extended periods.

The reform reflects Sweden’s increasingly restrictive immigration policy, linking migration governance more closely with public security concerns and prioritizing tighter control over long-term settlement.
