(The European Conservative)Sweden Abolishes Permanent Residence Permits for Asylum Seekers

Summary
Sweden’s parliament has approved new legislation that will abolish the possibility of permanent residence permits for asylum seekers and certain other immigrant groups. Effective July 12, 2026, only temporary residence permits will be issued to those covered by the new rules. While temporary permits are already common, the reform removes the pathway to permanent residency for future applicants. Individuals who already hold permanent residence permits will not be affected.
The measure is part of a broader effort to address Sweden’s ongoing gang violence problem, which authorities have frequently linked to criminal networks with immigrant backgrounds. Police report that gang-related shootings have killed 23 innocent bystanders and injured 30 others over the past three years. Criminal groups increasingly recruit minors through social media and encrypted messaging platforms, often targeting youths below the age of criminal responsibility.
In parallel, the government plans to lower the age of criminal responsibility from 15 to 14 after abandoning a proposal to reduce it to 13 due to insufficient parliamentary support. Sweden has also intensified enforcement against individuals connected to organized crime, including revoking the permanent residence permits of 11 people with strong criminal-network ties who had been living abroad for extended periods.
The reform reflects Sweden’s increasingly restrictive immigration policy, linking migration governance more closely with public security concerns and prioritizing tighter control over long-term settlement.
