Canada’s intake of international students needs to be ‘sustainable,’ says immigration minister

Following a period of “unprecedented” population growth—driven largely by international students and temporary residents—Canada is facing challenges in housing and infrastructure. In response, the government plans to cap international students and temporary foreign workers to under 5% of the population by 2027, as part of efforts to rebuild public trust in immigration and ensure long-term sustainability.

International student numbers nearly doubled over five years, surpassing one million in 2023. This led to a reduction in study permits for 2025 and an increase in financial requirements for applicants. Fraud concerns have also emerged, with fake admission letters used in visa applications. In response, Canada introduced stricter verification processes for designated learning institutions (DLIs) and new regulations to crack down on non-compliant schools.

Despite growing restrictions, Diab reaffirmed the value of international students and Canada's commitment to offering them a positive and safe experience. While federal financial support for universities remains uncertain, Diab mentioned ongoing parliamentary discussions about funding distribution to support smaller institutions.
