Summary
Bangladeshi workers may resume travelling to Malaysia in early November 2026, following a recruitment suspension in May 2024 over irregularities and excessive fees. Medical examinations are scheduled to begin on October 31, although recruitment procedures remain incomplete.

Recruitment costs through private agencies are estimated at Tk 300,000–400,000, but actual expenses could exceed Tk 600,000. Government-run BOESL offers a lower-cost alternative, including a proposed “zero-cost” programme for 10,000 workers, although workers must still pay airfare, medical fees and service charges.

Malaysia has approved 338 recruitment entities, raising concerns about the concentration of recruitment power among a limited number of agencies. Previous research found that workers paid an average of Tk 544,000 during 2022–2024, far exceeding the official ceiling of Tk 78,990.

The reopening highlights persistent challenges in ensuring transparent recruitment costs, preventing exploitation and protecting migrant workers from excessive financial burdens.
