Summary
The European Union plans to expand the powers of its border agency, Frontex, allowing it to assist in deporting irregular migrants between non-EU countries. The reform would enable cooperation with countries such as those in North Africa to return migrants to their countries of origin before they reach Europe. Frontex would also participate in deportations from offshore “return hubs,” with five EU countries negotiating the establishment of the first hub by 2027.

The proposal also includes a rapid-response force to address sudden large-scale migrant arrivals and a social media monitoring unit to anticipate migration movements. Frontex is expected to receive €12 billion under the EU’s next seven-year budget, doubling its previous allocation.

Human rights organisations warn that expanding Frontex’s operations beyond EU territory could increase the risk of fundamental rights violations. They are calling for stronger oversight and accountability mechanisms. The reform represents a significant shift in EU migration policy toward externalising border control and deportation operations beyond European territory.
