The regulation introduces stricter measures for people posing security risks, including longer detention and potentially indefinite entry bans. Member states may also establish “return hubs” in non-EU countries that respect international human rights and the principle of non-refoulement. Unaccompanied minors are excluded, and all return measures must respect fundamental rights.
