Summary
According to South Korea’s Ministry of Justice, 31,665 international students were staying illegally as of August 2026. Of these, 21,719 held language-training visas (D-4), with an overstay rate of 29.2%, compared with just 3.6% among degree-program students (D-2). Vietnamese nationals accounted for 82.8% of all cases, totaling 26,220, while the overstay rate among Vietnamese language students reached 39.7%.

Newly recorded cases of illegal overstays involving university students increased by 12.2% nationwide, including a 48.5% rise in Seoul. Growing concerns over universities prioritizing international student recruitment without adequate oversight have prompted calls for stricter visa screening, admissions procedures, academic monitoring, and immigration compliance. Lawmakers urged the government and universities to shift their focus from expanding international student numbers to ensuring quality management and effective immigration oversight.
