Summary: Spain, like Korea, faces low fertility, rapid population aging, labor shortages, and growing pressure on its pension system. Immigration has therefore become an important economic and demographic strategy. Nearly 10 million people of immigrant origin live in Spain, and immigrant workers have contributed to recent economic growth by filling labor shortages, particularly in lower-wage sectors. However, economic dependence on immigration does not automatically produce social acceptance, and attitudes vary depending on immigrants’ cultural and regional backgrounds.

Recent efforts to regularize about 500,000 undocumented migrants, followed by a massive irregular influx into Ceuta, have intensified political and social controversy over immigration. Spain’s experience offers Korea both encouragement and caution: immigration can ease demographic and labor pressures, but simply increasing the number of foreign residents is insufficient. Successful immigration policy requires careful institutional design, public consensus, and effective integration programs to prevent social division while realizing the economic and demographic benefits of immigration.
