South Korea has announced a new immigration strategy aimed at addressing labor shortages and population decline by expanding work visa opportunities for foreign skilled workers. The policy, announced by the Ministry of Justice on March 3, 2026, forms part of the country’s broader immigration roadmap toward 2030.
Under the plan, eligibility for the existing top-tier visa, which was previously limited to professionals in advanced industries such as semiconductors, artificial intelligence, and robotics, will be expanded to include professors and researchers in science and technology fields. In addition, the government will introduce a new K-Core visa designed for workers with intermediate technical skills.
The strategy also includes cooperation with regional technical colleges to train international students and guide them into industries facing labor shortages, particularly in manufacturing. To address regional population decline, the government plans to promote immigration to less populated areas by offering employment opportunities, entrepreneurship support, social integration programs, and childcare services.
Further measures include a pilot program to help small regional businesses hire foreign workers and the consideration of a separate visa pathway for long-term employment in sectors such as agriculture and fisheries. These policies are intended to strengthen the workforce and support economic stability as South Korea faces rapid aging and one of the world’s lowest birth rates.
