Under the new model, about 90% of Expressions of Interest (EOIs) will be selected according to the date they were accepted, while around 10% will be chosen through a ballot. The annual cap will remain at 2,500 visas. The change aims to make waiting times more predictable while preserving opportunities for newer applicants.

The Parent Resident Visa allows New Zealand citizens and residents to sponsor their parents for residence. Applicants first submit an EOI, and those selected and found eligible receive an Invitation to Apply (ITA). Only those receiving an ITA can formally apply for residence.

Existing EOIs will automatically transfer to the new system on October 5 without requiring resubmission. Applicants who have continuously maintained their EOIs will generally retain their original position in the queue, including those who submitted a replacement within 90 days after an earlier EOI expired.

Another major change concerns EOI validity. Currently, EOIs expire after two years if they are not selected. Under the new system, they will no longer automatically expire. Instead, applicants must confirm every two years that they wish to remain in the pool and update their information. No additional fee will be charged for maintaining an EOI.
