New Zealand open visa rules from April 20: What workers can and can't do

Starting April 20, 2026, New Zealand will introduce clearer employment conditions for open work visa holders. While these visas previously allowed broad work flexibility, they will now be divided into two categories: some holders can engage in any lawful work, including self-employment and running a business, while others will be limited to working only for an employer.

Working holiday visas will continue to prioritize tourism, allowing only employer-based work and prohibiting business activities. Additionally, all open work visa holders will be prohibited from employing others or engaging in commercial sexual services.

Transitional arrangements will allow current visa holders to continue existing activities until their visas expire, but new rules will fully apply to future applications. Overall, the changes aim to clarify work rights, improve compliance, and ensure fairer employment practices.
