Summary
Finland will introduce a civic knowledge test for citizenship applicants from 1 March 2027, following a two-month transition period after amendments to the Citizenship Act take effect on 1 January.

The test will apply to applicants aged 18–64 and is expected to cover Finnish culture, history, human rights, and gender equality through multiple-choice and true-or-false questions. Applicants may take the test in Finnish or Swedish. The Finnish Immigration Service and the University of Helsinki will jointly develop the questions and self-study materials, which will be published around the beginning of 2027.

Applicants who have completed certain Finnish- or Swedish-language examinations or higher education degrees in Finland may be exempt.

The new test represents the final stage of Finland’s three-part tightening of citizenship requirements, following stricter residency and financial self-sufficiency rules. Sweden, Norway, and Denmark also require civic knowledge tests for citizenship applicants.
