Summary
Finland has approved legislative amendments to strengthen information sharing among the police, immigration authorities, the Border Guard, Customs, and the Defense Forces. The changes, which will take effect in October, are designed to improve crime prevention, criminal investigations, national security, and the country's resilience to crises.

Under the new rules, the Finnish Immigration Service (Migri) will gain access to certain apprehension warrant information and must notify police when a wanted person is found on its premises. Police will also be permitted, under strictly limited conditions, to obtain identity and location information from health and social service providers for specific criminal investigations, national security cases, or searches for missing persons. Confidential conversations with healthcare and social welfare professionals remain protected.

The amendments also expand police authority to share confidential information with other public authorities and, when necessary, with private entities such as critical infrastructure operators. In addition, police may obtain information from private organizations to prevent threats to life or health. The government says these reforms will strengthen inter-agency cooperation and enhance public safety.
