Summary
Australia’s conservative Liberal-National Coalition has proposed what it calls the “biggest cut to immigration” in the country’s history. The plan would reduce temporary visas by 650,000 over four years and lower net overseas migration to 100,000 annually for the first two years, rising to 160,000 by the fourth year. The proposal comes amid concerns over housing shortages, living costs and pressure on infrastructure.

The Coalition would halve humanitarian visa places to 10,000, limit international student enrolments to 240,000 and abolish the Temporary Graduate Visa program. At the same time, it would prioritize skilled migration by adding 100,000 temporary skilled visas and clearing a backlog of construction-worker visa applications.

The proposal is significantly more restrictive than the Labor government’s plan to reduce annual net migration to 225,000 by 2028. Australia experienced a sharp rise in migration after reopening its borders in 2022, although net overseas migration has since declined to 306,000 in the year ending June 2025.
