Summary: Milena Gabanelli argued that Spain has been far more successful than Italy in integrating immigrants into the labour market, mainly because of more flexible and efficient policies.

She criticised Italy’s “click day” system, under which employers can apply for foreign workers only on a few fixed dates each year. This often creates long delays, with workers sometimes waiting six months to obtain residence permits. In contrast, Spain allows employers to hire non-EU workers whenever needed through regular procedures.

Gabanelli said Spain’s success cannot be explained only by cultural or linguistic similarities with Latin America, noting that immigrants from Morocco and other African countries are also integrating relatively well.

She also argued that political polarisation in Italy prevents practical immigration reform, while Spain benefits from more effective fiscal policies and faster digitalisation of public administration. According to her, Italy’s current system is inefficient and discourages effective labour integration.
