Summary
Italy’s government has given first approval to a draft legislative decree that would implement EU Directive 2024/1233 and introduce a “Single Permit” (permesso unico) combining work authorization and residence permission for non-EU nationals. If confirmed by Parliament, employers would file one digital application instead of separate clearances, with authorities required to complete the process within 90 days via shared data platforms and real-time notifications to both sponsor and worker. The draft also increases transparency by obliging employers to forward all official communications to the employee.

Two additional changes aim to reduce red tape and overstay risk: Single Permit holders could switch employers or sectors during the permit’s validity by simple notification, and up to three months of involuntary unemployment would no longer automatically trigger permit revocation. Quota limits (such as the annual Flussi cap) would remain, but the overall pathway would become faster and more predictable, with implementation expected around mid-2026.
