The Canadian government, through IRCC, has announced its 2026–2027 immigration plan aimed at reducing temporary residents—such as foreign workers and international students—to restore control and ensure sustainability in the immigration system.

Under the plan, the number of new temporary residents will drop significantly from about 673,650 in 2025 to 385,000 in 2026, with a goal of keeping temporary residents below 5% of the total population. This reduction is intended to ease pressure on housing, infrastructure, and social services.

At the same time, permanent resident admissions will remain stable at around 380,000 annually, with a greater focus on economic migrants, including skilled workers in key sectors like healthcare, trades, and technology. Canada also aims to increase the share of French-speaking immigrants outside Quebec.

Additionally, the government plans to strengthen border management and improve asylum processing to ensure timely protection for those who genuinely need it, while maintaining public trust in the system.
