Immigration experts say the decline is largely due to the new $100,000 filing fee and the introduction of a wage-based selection system, which makes it harder for entry-level positions to qualify.

For fiscal year 2026, the US Citizenship and Immigration Services (USCIS) opened the registration window from March 4 to March 9. While around 400,000 petitions are typically filed each year for the 85,000 available H-1B slots, attorneys now expect only 250,000 to 300,000 applications this year.

Although the increased fee does not apply to F-1 students changing status to H-1B, immigration lawyers say overall demand for the visa has still declined significantly.
