A report by the UK Parliament’s Public Accounts Committee reveals that despite their hardline stance on immigration, Conservative ministers oversaw a massive and poorly controlled increase in skilled worker migration between 2020 and 2024. Former Home Secretaries Priti Patel and Suella Braverman, along with Immigration Minister Robert Jenrick, implemented visa policies that led to 1.18 million arrivals — far exceeding the projected 360,000.
The scheme, expanded in 2022 to include care workers, lacked proper oversight. Most sponsoring businesses were not vetted, with 99% of applications approved without thorough checks. This resulted in widespread exploitation, debt bondage, and even modern slavery. The government also failed to track whether migrants left after their visas expired.
The committee criticized the Home Office for prioritizing speed over safety and system integrity. Despite Jenrick’s public tough-on-immigration rhetoric, he presided over one of the largest influxes under the skilled worker route, especially in social care.
In response, the current government has pledged reforms to reduce net migration, raising skill thresholds, suspending sponsor licenses, and ending overseas recruitment in the care sector.
