Britain, under pressure on immigration, urges reform of European human rights framework

Summary: On June 18, 2025, the UK government called for reforms to the European Convention on Human Rights (ECHR), arguing that its current interpretation interferes with domestic immigration and deportation policies. Justice Minister Shabana Mahmood stated that the Convention must "evolve" to reflect modern political realities, as it has been used to block the deportation of migrants, including convicted criminals.

While the UK remains part of the Council of Europe and the ECHR, despite having left the EU, the Labour government has pledged to clarify how the Convention should be interpreted by UK courts. Mahmood emphasized that the Convention is a major post-war achievement but must now adapt once again.

The UK is not alone in its push for reform—Italy, Denmark, and seven other countries have also urged the Council of Europe to simplify the expulsion of foreign criminals. However, Council of Europe Secretary General Alain Berset warned against politicizing the court.

Public dissatisfaction with immigration has contributed to a decline in support for the Labour government. While Labour intends to stay in the Convention, the right-wing Reform UK party, currently leading in polls, has vowed to withdraw from it if elected. The opposition Conservative Party is also reconsidering the UK’s continued membership.
