Canada proposes sweeping immigration and security bill
Release Date

Summary
The Canadian government has proposed the Strong Borders Act, aimed at tightening immigration and asylum processes. The bill seeks to limit asylum claims, notably by barring individuals who have been in Canada for over a year from applying for refugee status. It also requires those entering from the U.S. under the Safe Third Country Agreement to file claims within 14 days, or face deportation unless they pass a risk assessment.
The legislation grants the government authority to suspend new immigration applications for reasons of public health or national security, expand police powers at the U.S. border, and inspect mail during criminal investigations. It also imposes restrictions on large cash transactions over C$10,000.
The bill comes in response to rising public pressure over immigration levels, housing shortages, and backlogs in the asylum system. Prime Minister Mark Carney has committed to addressing what he calls "unsustainable" immigration. While supporters argue the bill strengthens national security and system integrity, critics—including human rights groups and opposition lawmakers—warn it infringes on civil liberties and risks mass deportations. Some observers believe it also aims to ease tensions with the U.S. over border security and trade.
