The Canadian government and the Province of Manitoba have announced a C$1.3 million investment to promote Francophone immigration and address labour shortages while strengthening French-speaking minority communities. The project will support international recruitment, digital immigration solutions, labour market research, and recognition of foreign qualifications to attract and retain French-speaking and bilingual immigrants.

Canada has also extended the Francophone Minority Communities Student Pilot (FMCSP) through August 2027. The program helps French-speaking international students from regions with historically high study permit refusal rates study in Canada, receive settlement support, bring immediate family members, and apply for permanent residence after graduation. The initiative forms part of Canada’s broader strategy to increase Francophone immigration, which achieved an 8.9% admission rate for French-speaking permanent residents outside Quebec in 2025.
