Summary
Japan’s parliament passed a revised immigration law raising the maximum fees for residence status applications. The cap for visa renewals and status changes will rise to 100,000 yen, while permanent residency applications may reach 300,000 yen. The government says the increase reflects rising administrative costs and plans support measures for humanitarian or financially difficult cases.

The revision also introduces the Japan Electronic System for Travel Authorization (JESTA), planned for fiscal 2028. Travelers from visa-exempt countries will need to submit travel information online before departure, and those suspected of possible overstaying may be denied boarding. Japan’s foreign resident population reached a record 4.13 million at the end of 2025.
