Japan to review long-term foreign resident policy as population ratio rises

Japan's Immigration Services Agency has formed a 30-member internal project team, led by its deputy head, to reevaluate the country’s long-term approach to accepting foreign residents. This review comes as the proportion of foreigners in Japan nears 3% and could surpass 10% — the OECD average — by 2070, or even sooner due to declining birth rates.

Justice Minister Keisuke Suzuki emphasized the importance of early planning to avoid the social and political turmoil experienced in other countries. Since February, he has been consulting with experts privately to identify key issues, and an interim report was released on August 29.

The report urges a shift away from piecemeal policy-making toward a comprehensive national review. It outlines seven critical areas for consideration: economic growth, industrial policy, labor policy, tax and social security systems, community integration, public safety, and immigration control. The agency will coordinate with other ministries as needed during the review.
