Summary
Angus Taylor and Australia’s Coalition opposition announced a plan to directly link immigration levels to housing construction. Under the proposal, the number of completed new homes each year would act as a cap on net overseas migration.

Taylor argues that migration has exceeded Australia’s capacity to provide housing, infrastructure, hospitals, schools, and public services, contributing to rising rents and worsening housing affordability for young Australians.

According to Australian Bureau of Statistics data, Australia completed about 172,657 new homes last year, while net overseas migration reached approximately 306,000 in 2024–25. The Coalition says this imbalance shows migration levels are too high relative to housing supply.

The plan also includes:

a A$5 billion housing infrastructure fund to support utilities, roads, water, and sewerage for new housing developments,
weaker national construction regulations to speed up building and reduce costs,
tighter rules for temporary migrants and international students,
and a stronger focus on “quality” skilled migration.

Internal Coalition discussions reportedly target reducing annual net overseas migration to between 150,000 and 200,000 people. This reflects growing political pressure over housing affordability and infrastructure strain in Australia.

The proposal represents a broader shift toward tying immigration policy directly to housing and public service capacity.
