Summary
The Japanese government has approved a draft amendment to immigration legislation to introduce the Japan Electronic System for Travel Authorization (JESTA), an online platform for advance immigration screening of visitors. The system is scheduled to begin by March 2029 and will apply to travelers from about 70 visa-exempt countries and regions, as well as certain cruise passengers and transit visitors. The goal is to streamline immigration procedures and prevent potential overstayers from entering Japan.

The draft also proposes raising residence-related fees. The fee for changing or renewing residence status, currently about ¥6,000 (¥5,500 online), could increase to up to ¥100,000, while the permanent residence application fee, now ¥10,000, could rise to up to ¥300,000.

The government aims to pass the amendment during the current Diet session, with the fee increases planned for the next fiscal year starting in April.
