Summary
Spain’s planned regularisation of undocumented migrants could affect far more people than previously expected. A leaked analysis by the National Centre for Immigration and Borders estimates that between 750,000 and 1 million migrants may qualify for the new one-year renewable residence and work permit, compared with the government’s earlier figure of about 500,000.
Under the proposal, applicants must prove they were in Spain for at least five months before December 31, 2025, and have no criminal record. Asylum seekers with pending cases can also apply, potentially adding another 250,000 to 350,000 people. Supporters say the policy will reduce labor exploitation, increase tax revenues, and address worker shortages in sectors such as hospitality, agriculture, and elder care. However, authorities warn of administrative strain, possible document fraud, and increased migration from other Schengen countries.
The plan has sparked political controversy, with conservative and far-right parties criticizing it as a pull factor, while the European Commission has urged Spain to ensure the measure does not undermine Schengen rules. For companies, the key issue is timing, as they have a three-month window to secure work authorization for eligible staff, but should expect processing delays and stricter document checks.
