Summary
On January 19, 2026, Canada’s immigration minister announced that the government exceeded its 2025 target for French-speaking permanent resident admissions outside Quebec for the fourth consecutive year, reaching about 8.9% (over 29,500 people) versus the 8.5% target.

The announcement also outlined new steps under the 2026–2028 Immigration Levels Plan: targets for French-speaking admissions outside Quebec will rise to 9% in 2026, 9.5% in 2027, and 10.5% in 2028. Starting in 2026, Canada will create 5,000 additional federal selection spaces—on top of regular Provincial Nominee Program allocations—so provinces and territories can designate French-speaking immigrants. The measures are intended to help address labour shortages, support Francophone and Acadian minority communities, and build toward a 12% target outside Quebec by 2029, alongside programs such as French-language category-based Express Entry, Francophone Mobility, and Welcoming Francophone Communities.
