Summary
The Bevan Foundation warns that immigration legal services in Wales are in severe crisis. Legal aid case starts have fallen by 82% since 2010–11, leaving many migrants unable to access legal advice or representation. As a result, people often remain trapped in situations of crisis, poverty, or dependency. Services outside legal aid are extremely limited and have long waiting lists, further restricting access to justice.

Ahead of the 2026 Senedd election, the Foundation urges the next Welsh Government to take action to improve migrants’ access to justice. Key recommendations include:

Increasing funding for legal advice and representation

Supporting training and professional development

Strengthening service infrastructure and practice

Providing information on rights

Ensuring vulnerable groups can access and use legal services
