A report by the UK think tank Centre for Social Justice claims that rising non-EU immigration has contributed to Britain’s youth unemployment crisis. According to HMRC payroll data, the number of non-EU workers under 25 increased by about 290,000 between 2020 and 2025, while the number of young British workers increased by only around 11,000.

The report states that for every additional young British worker employed since 2020, 27 young non-EU migrants were hired. At the same time, the number of young people not in employment, education, or training (NEET) rose by nearly 200,000.

The think tank argues that entry-level jobs in sectors such as retail, hospitality, and food services are increasingly being filled by migrant workers. It called for policies including tax incentives for employers hiring British youth and the reinstatement of the Resident Labour Market Test, which required employers to advertise jobs domestically before hiring overseas workers.
