Summary
UNHCR has warned of a rapidly worsening humanitarian crisis affecting more than 65,000 refugees and asylum-seekers in Yemen amid escalating conflict, economic collapse and severe aid shortages. Around 9,500 refugees in Kharaz camp face disrupted essential services and growing insecurity. More than 134,000 migrants and asylum-seekers arrived by sea during the first nine months of 2026, while at least 139 people reportedly died off Djibouti in October. UNHCR has assisted 607 Somali refugees in voluntarily returning home, but continued fighting threatens further evacuations.

Meanwhile, regional instability and disruptions to Red Sea shipping routes are delaying humanitarian supplies and driving up transportation costs. Freight rates to Sudan have risen by approximately 25–32%. More than 250,000 Yemenis have been displaced in recent months, while UNHCR's Yemen operation has received only 19% of its required $194 million budget. UNHCR urgently calls for de-escalation, civilian protection, humanitarian access and increased international funding.
