Summary
On 14 October 2026, the International Labour Organization (ILO), supported by Australia and Switzerland, launched the five-year “TRIANGLE Partnerships” programme to strengthen migrant worker protection, skills development, and employment opportunities across ASEAN. With approximately US$20 million in funding through 2031, the initiative will focus on fair recruitment, recognition of skills and qualifications, portability of social security benefits, decent working conditions, and return and reintegration, with activities in eight countries.

Around 24 million international migrants originate from ASEAN countries, yet many face excessive recruitment costs, unsafe working conditions, inadequate social protection, and barriers to skills recognition. The programme will bring together governments, employers, workers’ organizations, and civil society to provide practical assistance, including legal advice, vocational training, and counselling. Its central objective is to establish a comprehensive framework that protects migrant workers’ rights and supports their skills development throughout the entire migration cycle, rather than treating them merely as a source of labour.
