The ILO highlighted the importance of translating legal protections into effective administrative procedures and institutional practices. The framework will be continuously updated to reflect practical experience, legislative changes, and digital transformation. The initiative represents a shift toward managing international labour mobility through worker protection, transparent governance, and institutional accountability rather than treating migration merely as a source of labour supply.
