Summary: The Japanese government plans to tighten the requirements for permanent residency. Under new guidelines to be introduced in October 2026 and applied to applications from April 2027, applicants will need an annual income above the average Japanese household income and projected pension benefits at a specified level, with savings allowed to cover any shortfall. Japanese language ability and understanding of Japanese rules will also become evaluation criteria.

The government will also lengthen the eligibility requirements for spouses of Japanese nationals and permanent residents, increasing the required marriage period from three to five years and the residency period in Japan from one to three years. These changes are part of a broader effort by the Takaichi administration to strengthen immigration controls, alongside stricter naturalization screening, a new pre-entry travel authorization system, and higher residence application fees.
