Summary: France and the United Kingdom have agreed to extend their “one-in, one-out” migrant exchange scheme until October 1, 2026. Introduced in September 2025, the arrangement allows the UK to return certain migrants without a right to remain to France, while accepting an equal number of migrants from France who are likely to qualify for asylum, particularly those vulnerable to smuggling networks or with family ties to the UK.

According to French Europe Minister Benjamin Haddad, by May 1, 2026, 606 migrants had been returned to France and 588 had been legally admitted to the UK under the scheme. The agreement is intended to provide a legal alternative to dangerous irregular Channel crossings.

France remains a major departure point for migrants seeking to reach the UK across the English Channel. More than 41,000 migrants arrived on England’s southern coast in 2025, the second-highest annual figure since records began in 2018. The UK government, led by Keir Starmer, faces growing political pressure to reduce irregular migration, while Channel crossings continue to claim lives, with at least 29 deaths in 2025 and eight deaths recorded so far in 2026.
