From May 22, 2026, the Netherlands implemented new residence and work permit rules under EU Directive 2024/1233, affecting categories such as paid employment, highly skilled migrants, EU Blue Card holders, researchers, work experience participants, and orientation year graduates.

The changes allow the Dutch Immigration Service (IND) to extend processing times for certain first-time applications by up to 30 additional days when extra checks are required. At the same time, decisions on employer changes have been accelerated, with most applications to be processed within 45 days and EU Blue Card cases within 30 days.

The new rules also apply similar timelines to changes in residence purpose. If the IND fails to decide on time, applicants may be allowed to start working for a new employer while their permit remains valid, provided all requirements are met.

In addition, foreign workers who have held a residence permit for at least two years can now receive up to six months to find a new job after becoming unemployed, compared with the previous three-month period. Overall, the reforms aim to make the permit system more predictable, flexible, and protective of employees, particularly during job changes or periods of unemployment.
