Japan to require language proficiency proof for engineer, specialist visa

The Japanese government plans to require proof of Japanese language proficiency for applicants seeking the “Engineer, Specialist in Humanities or International Services” visa for jobs that require Japanese. The policy revision, expected as early as mid-April, aims to tighten screening in response to increasing cases of visa holders engaging in unskilled work not permitted under their status.

Under the new rules, applicants will need to demonstrate Japanese ability at the CEFR B2 level, equivalent to JLPT N2. This requirement will apply to new overseas applicants, while international students transitioning to this visa will be exempt.

The revision will also bar companies that have been suspended from accepting workers under the technical intern training or specified skilled worker programs due to violations such as abuse or unpaid wages from hiring under this visa during the suspension period.

As of the end of 2025, Japan had about 4.13 million foreign residents, with around 475,000 holding this visa status. The government emphasizes the need to address mismatches between visa qualifications and actual job activities.
