Executives from Japan’s three major convenience store chains say foreign workers have become indispensable to their operations and warn that the Takaichi administration’s push to tighten rules on foreigners could backfire.

In 2025, Seven-Eleven, Lawson and FamilyMart employed about 110,000 foreign workers in total. Many are international students working legally with permission to engage in activities outside their residence status, up to 28 hours per week.
