Summary
In the United States, a new presidential proclamation introduces a $100,000 surcharge on new H-1B petitions when the beneficiary is outside the U.S. and does not already hold a valid H-1B visa. This applies to both cap-subject and cap-exempt filings and must be paid at the time of submission. Exemptions apply for beneficiaries already in the U.S. with valid status or those who already hold an H-1B visa. Retroactive charges may occur if USCIS later deems the petition ineligible for in-country processing. Waivers may be granted only in exceptional national-interest cases.
In Japan, the business manager visa has been tightened to address misuse. The minimum capital requirement has been raised from ¥5 million to ¥30 million, and at least one full-time employee in Japan must be hired. Applicants now need either three years of management experience or a relevant master’s degree, and their business plan must undergo professional review. In addition, either the applicant or an employee must have at least CEFR B2-level Japanese proficiency.
Across Europe, countries are temporarily reintroducing internal border controls under the Schengen Borders Code in response to serious threats to public order or security. Such measures are allowed only in exceptional circumstances, must be time-limited, and are subject to review by the European Commission for necessity and proportionality.
In Nigeria, an online application system for Temporary Work Permits (TWP) has been launched. Applicants must receive an official invitation from a Nigerian company and submit documentation, including a valid passport, photo, company registration, and offer letter, through the new portal. The system allows real-time tracking and updates. The TWP is intended for short-term technical or professional assignments, such as installation, maintenance, training, or consultancy, and not for permanent employment.
