Japan plans stricter terms for visas to foreign entrepreneurs

Japan plans to tighten requirements for its “business and management” visa for foreign entrepreneurs. The minimum capital will rise six-fold to 30 million yen ($204,000), and applicants must employ at least one full-time worker in Japan. The justice ministry will seek public input until September 24 and aims to implement the change in October.

The visa currently requires 5 million yen in capital or two full-time employees and allows long-term renewable stays with family inclusion. It was designed to attract entrepreneurs and enhance competitiveness, offering a path to permanent residency after 10 years.

As of the end of 2024, about 41,600 people held this visa, an 11% increase from the previous year, with Chinese nationals accounting for more than half. The stricter rules come after rising support for an anti-immigration opposition party in the July election.
