Summary
Starting July 1, 2025, Saudi Arabia has implemented a new skill-based work permit system for foreign workers, including thousands from India. Existing expatriates began reclassification on June 18.
Under the new system, workers are categorized into three levels — high-skill, skilled, and basic — based on qualifications, experience, technical abilities, wages, and age. The goal is to better align workforce capabilities with labor market needs as part of a broader labor reform.
A digital evaluation process through the Qiwa platform standardizes worker assessments. The reform is driven by growing demand for skilled professionals due to major "giga-projects" like NEOM, the Red Sea Project, Qiddiya, and Diriyah Gate, which span sectors such as tourism, construction, and technology.
