Japan govt. ordered to compensate man mistreated by immigration officials

Summary: A court in western Japan has ordered the government to pay 110,000 yen (about $770) in damages over the treatment of a deceased Peruvian man at an immigration detention facility in Osaka in 2017. The man was allegedly handcuffed behind his back for over 14 hours and assaulted after requesting better meals. The court ruled that while it was initially lawful to restrain him to prevent harm, keeping him handcuffed for over eight hours after he calmed down was unnecessary and illegal. However, the court rejected the assault claim and did not recognize a link between the alleged assault and the man's injury. The plaintiff had originally sought over 2 million yen ($14,000), but died during the trial. His case was continued by supporters. His lawyer expressed disappointment that the court didn’t fully address whether it was appropriate to restrain him behind his back or rule on the alleged assault.
