1. The Question

It is neither complete transparency nor complete secrecy.

Three conditions are essential.

First, the existence of evaluation criteria must be made clear.

Second, the general direction and structure of decision-making considerations must be explained.

Third, in individual cases, it must be possible to explain which elements were positively evaluated and which became problematic.

Under such conditions, applicants can understand why a decision was reached without requiring full disclosure of internal screening logic.

In other words, even a black box can preserve institutional trust if it remains explainable.

6. Implications for AI-Based Screening and Risk Assessment

In the future, immigration administration may increasingly incorporate digitalization, API integration, risk scoring, and AI-assisted review systems.

The problem, however, is that greater sophistication may also produce greater opacity.

Algorithmic classification, predictive risk scores, and data-driven decision support may improve efficiency.

But if these systems remain unexplained, distrust will deepen rather than diminish.

Why was a person categorized as high risk? Which information affected the outcome? How can errors be corrected?

If such questions cannot be answered, AI and digital systems cease to function as infrastructure for trust and instead become mechanisms of distrust.

Thus, the more technology is introduced, the more important explainability becomes.

7. Three Design Principles for Review Systems

To construct an explainable black-box review system, three principles are necessary.

First, the reasoning process must be structurally articulated.

Instead of vague statements such as “requirements were not sufficiently met,” the system must indicate which elements were lacking and which issues led to the conclusion.

Second, the decision-making process itself must be documented.

Which materials were reviewed, which perspectives were applied, and how conclusions were reached should all be recorded so that later verification becomes possible.

Third, the system must connect explanation to appeals and future applications.

Explanations should not merely notify outcomes. They should function as institutional feedback indicating what can be improved or corrected.

Only when these three conditions exist can a review process become trustworthy.

8. Conditions for Legitimate Non-Disclosure

Non-disclosure is not inherently illegitimate.

However, secrecy cannot justify itself.

Within the Balanced Coexistence Model, non-disclosure is acceptable only if several conditions are met.

First, the overall structure of decision-making must remain understandable.

Second, secrecy must not function as a shield for arbitrariness.

However, if explainability is taken seriously, review processes should instead be redesigned as a form of dialogue between institutions and individuals.

When applicants understand the reasons behind decisions, they gain the ability to improve their circumstances and make informed future choices.

When administrations explain their reasoning, their decisions become open to verification.

Under such conditions, review processes cease to be mere exercises of authority and instead become institutional processes that generate trust.

10. Conclusion

Black boxes cannot be completely eliminated from immigration review.

But unexplainable black boxes cannot be accepted either.

What is needed is not complete transparency, but explainability.

The “explainable black box” proposed by the Balanced Coexistence Model is a framework that preserves certain non-public elements while still making institutional reasoning understandable and maintaining trust.

Future immigration administration cannot merely be strict.

Nor can it merely be efficient.

It must be strict yet explainable, partially non-public yet trustworthy, technologically advanced yet still responsible for human lives.

Only then can immigration review cease to be a black box that produces distrust and instead become institutional infrastructure that sustains trust.
