Summary
Sweden’s government has proposed major migration law reforms aimed at attracting highly skilled researchers while tightening rules for other international students.
The proposal would grant doctoral students and researchers more flexible residence permits, easier status changes, family support, and a faster path to permanent residency—potentially after three years. Graduates would also be allowed to stay up to 18 months to find work.
In contrast, stricter measures would apply to bachelor’s and master’s students, including a 15-hour weekly work limit during academic terms and tighter requirements to demonstrate academic progress for permit renewal. Authorities would also gain stronger powers to withdraw permits in certain cases.
The reforms are complemented by new EU border systems (EES and ETIAS), which will enhance digital monitoring of travel and visa compliance.
Overall, the policy reflects a shift toward selectively attracting high-skilled talent while preventing misuse of student visas, though universities have raised concerns about the potential negative impact on international students.
