Summary
Canada’s new 2026–2028 immigration plan shifts emphasis toward long-term economic immigrants while reducing the intake of temporary migrants, especially international students. The number of student visas will be cut roughly in half beginning in 2026, which is expected to worsen financial pressures on universities that have relied heavily on international tuition. The number of temporary foreign workers will also be reduced, with the government aiming to bring the share of temporary residents in the population below five percent by the end of 2027.
At the same time, Canada will continue admitting around 380,000 new permanent residents each year, with a growing share allocated to economic immigration streams. Approximately 33,000 current work permit holders are expected to transition to permanent residency over the next two years. In contrast, family reunification and humanitarian/resettlement admissions will be slightly reduced. The plan also includes funding to recruit more than 1,000 researchers to Canadian universities in fields such as science, engineering, and health, and introduces a limited program to grant permanent residency to certain protected persons who cannot return to their home countries.
