Summary
Immigration, Refugees and Citizenship Canada (IRCC) released its mid-year 2025 immigration data months later than usual, prompting criticism that the government deliberately withheld figures as newcomer numbers declined. In the first half of 2025, Canada admitted 207,650 permanent residents, down from previous years but still on pace to exceed the annual target of 395,000, with projections of about 415,000 by year-end.
Temporary resident categories showed sharper declines: International Mobility Program (IMP) work permits dropped to 302,280, while Temporary Foreign Worker Program (TFWP) permits remained stable at around 105,000. Study permits fell significantly to 149,860, reflecting stricter rules aimed at easing pressure on housing and public services.
The delay in releasing data broke with long-standing monthly reporting practices, leading opposition critics to accuse the government of hiding information. Officials attributed the delay to changes in data presentation. Overall, while Canada is still on track to meet its permanent resident targets, the government faces the challenge of balancing long-term immigration goals with tighter controls on temporary residents, amid ongoing debates about transparency.
