Canada increases funds needed to immigrate through rural pathways for PR by over 30%

Summary
Immigration, Refugees and Citizenship Canada (IRCC) has raised the minimum settlement fund requirements for immigrants applying through the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP) as of July 29, 2025. For a single applicant, the required funds increased from CAD 7,963 to CAD 10,507, a nearly 32% rise, with higher amounts required for larger families.
These employer-driven programs target labor shortages in rural and francophone communities outside Quebec. Applicants must have a job offer from a designated employer, endorsed by a local economic development organization, and meet criteria for education, work experience, language proficiency (French for FCIP), and settlement funds.
Proof of funds can be shown through bank statements, drafts, or money orders and must be available at application and visa issuance. The programs allow eligible immigrants to apply directly for permanent residence and obtain work permits to start employment while their application is processed.
The RCIP includes 14 participating communities, and the FCIP has 6, each focusing on priority sectors and occupations based on local economic needs.
