Summary
UN High Commissioner for Refugees Barham Salih warned that forced displacement, affecting more than 117 million people worldwide, poses a serious threat to international peace and security. He urged the UN Security Council to prioritize political solutions over indefinite humanitarian assistance.
Under its “50 by 35” initiative, UNHCR aims to halve the number of long-term refugees dependent on humanitarian aid by 2035. Salih called for ceasefires and political dialogue in Sudan and the Sahel, reconstruction investment in Syria, and sustainable reintegration for returning Afghan refugees. He also highlighted the humanitarian crisis in Gaza.
Salih emphasized that humanitarian assistance alone cannot resolve displacement. Lasting solutions require addressing the root causes of conflict and ensuring that refugees can return safely, rebuild their lives, and become independent of humanitarian aid.
