Although employers report labour shortages, critics argue that Hungary’s problem is largely one of worker retention rather than an absolute lack of labour. The debate also focuses on the rights of guest workers. Because their residence permits are tied to a specific employer and generally do not allow family reunification or permanent settlement, they have weaker bargaining power and limited job mobility. Labour experts have therefore called for stronger legal protections and better working conditions.
Many economists advocate a long-term strategy that combines targeted guest worker quotas with greater investment in training, retraining, innovation, and higher-value industries. They argue that the key question is not simply how to fill current labour shortages, but whether guest workers should remain a temporary solution or become a permanent foundation of Hungary’s economic development model.
